If the USDA says that vegetables and fruits should make up half of our diets, why does less than 1 percent of its food subsidies go to farmers who grow produce?

And why do they focus on making farmers grow genetically modified corn and soy beans (which has been banned in most of the world)? They’re obviously getting a kick back from somewhere.
